The Rebirth of Region 4.
On 10th April, 1964, Region 4 (Manitoba and Saskatchewan), was formed and by October of that year the membership stood at fifty-six. In April, 1967, the membership reached its peak of ninety-seven but by May of 1969, the number had fallen dramatically. The challenge of administering a small membership over such a vast area was proving to be insurmountable and by July of 1970 there were only twelve members left. It was agreed that the Region should be dissolved and in June, 1971, the then seventeen members were transferred to Region 3’s membership roll.
Over the years, several transformations have taken place, which saw Saskatchewan applicants accepted as members of Region 5 (Edmonton, Alberta) and Manitoba applicants by Region 14 (Lethbridge, Alberta).
At the IPA Canadian Section’s Annual General Meeting in Montreal on 11th May, 2013, Region 4 was officially resurrected and the members in Manitoba and Saskatchewan consolidated once again. The lessons of history are not lost upon the new executive committee; communications technology is vastly superior to that which was available to the membership in the 1960s. The late, original Region 4 Secretary Matt Gelowitz, long-retired from the Regina Police Service, acknowledged that the greatest obstacle to the success of the region in his era was the great difficulty in organizing events - and thereby raising much-needed operational funds – for such a widely-spread membership. Members simply drifted away from the Association when they didn’t feel that it held anything for them.
Today, web sites, email and a host of other communications tools (the telephone, anyone?) will certainly keep the members in touch with each other, and up-to-date on what’s going on regionally, nationally and world-wide. Our improved transportation infrastructure will also permit easier travel between our major centres – although it remains pretty much a long drive between any two points!
The newly-elected Region 4 executive committee is determined to ensure the success of the region, and of its sustained viability, but the enterprise depends on full participation by the membership. There are many benefits available to members of the IPA and we are confident that everyone will take full advantage of them.
